23 اوت 2007 (1 شهریور 1386) عالیجناب ویکتور یوشچنکو رییس جمهوری اوکرایین توسط سفارت اوکرایین در تهران آقای رییس جمهور گرامی، امروز، شماری از اوباش در دو مورد به دو دانشجوی ایرانی در محیط یکی از دانشگاههای شهر کیف حمله کرده آنان را شدیداُ زخمی کردند. این حمله ها، بنا به گزارشها، انگیزه نژادپرستی داشته است. با توجه به اینکه در هر دو حمله دانشجویان ایرانی هدف گرفته شده بودند و نیز اینکه اینگونه حمله ها در گذشته هم مکرر گزارش شده است، روند و تعدد این گونه رویدادها سبب نگرانی شدید خانواده های دانشجویان و مردم ایران می باشد. ما درک می کنیم که رفتار دولت جمهوری اسلامی ما در صحنه بین المللی باعث بوجود آمدن واکنش های منفی در افکار عمومی اوکراینیان شده و تحت تاثیر معانی ضد حقوق بشر و ضد دموکراسی آن قرار گرفته اند. ولی، برخورد عمومی پلیس و مسئولان دولتی، بویژه در وزارتخانه های مربوط به امور دانشجویی، نباید بر پایه پیش داوری درباره ملت ایران باشد. همانگونه که مردم اوکرایین از نسبت دادن بدرفتاری اتحاد جماهیر شوروی به خودشان انزجار داشتند، مردم ایران نیز مایل هستند فقط به خاطر پیشینه غنی فرهنگی و احترام آنان به عرف و قواعد بین المللی و همچنین برای تاثیری که در ایجاد این قواعد داشته اند، شناخته شوند. آنجه من مایل هستم محترمانه خواهش کنم اینست که سیاست خود را هنگام برخورد با مسایل مربوط به ایران، بر پایه تفاوت گذاردن میان جمهوری اسلامی و مردم ایران قرار دهید و کانالهای اطلاع رسانی و رسانه هایی را که در دسترس دولت شما هست راهنمایی کنید تا این تفاوت را به افکار عمومی اوکراینیان بنمایانند. دولتهای بزرگ غربی هم این کار را کرده اند. با قرار گرفتن در کنار ملت ایران، شما ادامه و بهبود روابط دوجانبه را، حتی در سطح استراتژیک، در آینده که یک دولت دموکراتیک برگزیده مردم در ایران استوار شود، تضمین کرده اید. با گرامیداشت، کورش زعیم یک پدر و فعال سیاسی ایرانی ترجمه نامه کورش زعیم به رییس جمهور اوکرایین:
August 23, 2007 His Excellency Victor Yushchenko The President of the Republic of Ukraine c/o Ukrainian Embassy in Tehran Dear Mr. President, Today, a number of thugs attacked and severely injured two Iranian students on campus of a Ukrainian university in Kiev. The attacks have evidently been racially motivated. The fact that both incidences involve Iranian students and such violations have been repeatedly reported before, the trend and frequency of occurrences of this nature is of grave concern to the student families and to the people of Iran. We understand that the behavior of our government of Islamic Republic on the international stage has generated such negative reactions that the Ukrainian public opinion too cannot help but be affected by its anti-human rights and anti-democratic connotations. However, the general attitude of the Ukrainian police and government officials, especially in Ministries involved in foreign student affairs, must not be allowed to reflect pre- judgment of the Iranian people. Much like the Ukrainian public resented being judged by the Soviet Unions' misbehavior, Iranian public like to be regarded only as a people rich in cultural background and respectful of, as well as historical contributor to, international norms and rules. What I would like to respectfully ask of your good office is to undertake a policy of distinguishing between the Iranian people and the Islamic Republic when addressing Iranian matters in public and to direct information channels and media available to your government to educate Ukrainian public opinion of the difference. Major Western governments have already done so. Siding with the people of Iran will assure continued and betterment of relationship, and on a strategic level, once a democratic government is elected and installed in Iran.
